Villar del Río is a small, quiet village where nothing ever happens.

However, on the same day that the folk singer Carmen Vargas arrives, the mayor receives the news of the imminent visit of a Marshall Plan committee. The news causes a great stir among the villagers who want to impress and offer the Americans a very special welcome in order to obtain economic aid.

The mayor is a deaf, naughty, good-natured man who would not know how to deal with major events taking place in his little-visited village.
